Update on Requirements in India

Nemko reports an extended implementation date for the Registration in India of several product categories announced.

The Bureau of Indian Standards (BIS) has recently, in the Gazette of India, announced an extension to the implementation date of the Electronics and IT Goods Registration Order. This is for six product categories as was announced on 7 August this year. These product categories are amongst the 15 product categories added to the regulation in November 2014. The registration requirement for these was intended to be effective from mid-August this year.

 

POSTPONED IMPLEMENTATION

As the industry involved has claimed needing more time to meet this requirement, the responsible authority DeitY (Department Of Electronics & Information Technology) has agreed to further postpone the implementation timeline until 1 December this year.

The product categories involved are:

  • Power adaptors for IT equipment
  • Power adaptors for audio, video and similar electronic apparatus
  • UPS/invertors with rating smaller or equal to 5kVA
  • DC or AC supplied electronic control gear for LED modules
  • Sealed secondary cells/batteries containing non-acid electrolytes for use in portable applications
  • Fixed general purpose LED luminaires

 

New, simplified application forms for BIS’ Registration

Bureau of Indian Standards (BIS) has recently published new simplified forms for the Application and Renewal of their Registration of products.
Form VI is a single simplified form consolidating the previous forms VI & VII, and is hereafter to be used for new BIS Registrations. (Form VII has thereby been withdrawn).
There is also a new simplified Form IX to be used for renewal of Registrations.

 

Market surveillance in process

The authorities have now engaged several Indian agencies in their market surveillance efforts. Currently the validity of the mandatory product Registration is two years and surveillance will be done sometime within that time span. All Registered products are subject to re-testing of samples. DeitY’s Centre for Development of Advanced Computing (C-DAC) will by email request factories to ship two samples to their local rep. in India within 1 month from receiving the request.  The market surveillance agency obtains the samples and original test reports from the local rep. One sample is for verification test by a BIS designated laboratory (being different from the one which originally tested the Registered product). The other sample is kept for further reference in case differences are revealed. The costs involved are charged to the respective factory.
