Statnett SF has been certified to the Publicly Available Specification (PAS 55)

Statnett SF, based in Oslo, Norway has been certified to the Publicly Available Specification (PAS 55) by Lloyd’s Register EMEA. This is the first certificate issued by Lloyd’s Register in Norway and is, as far as we are aware, the first certificate of this kind to be issued to any company in Norway.

State owned Statnett is the national transmission system operator responsible for the main electricity transmission grid in Norway. Its asset portfolio consists of approximately 10,000km of high voltage transmission lines, around 140 major transformer and connector stations, an associated telecommunications network and a number of reserve power generator stations. Statnett is also a key element within the Nordic Power System and has interests in international HV interconnectors between Norway and other countries in the Nordic Power System as well as other countries outside of this group.

Lloyd’s Register (Coventry Operations) and Scandpower (a member of the Lloyd’s Register Group Limited) supported the delivery of PAS 55 services and provided sector experience to guide Statnett through the process, from GAP analysis to certification. Scandpower’s Henning Henriksen supported the Lloyd’s Register assessment team of Peter Glaholm and Steve Brady in the delivery of the certification assessment along with assisting with language translation between the two parties.

The original assessments took place in Oslo (HQ) and at sites in the North, South and Western Norway, taking a total of 26 days to complete the certification.  Eight days were dedicated to building a detailed gap analysis, highlighting the areas in which Statnett would need to amend their practices in order to meet the PAS 55 requirements. Further to this, two days of training was delivered to ensure that Statnett understood the actions they would need to carry out in order to improve within these identified areas.

In the final stages of this process Statnett were required to demonstrate that the amended practices had been put in place as a result of the gap analysis and training they had received. As part of the certification assessment, the Lloyd’s Register team travelled to Northern Norway to inspect maintenance activities and to Forde in Western Norway to inspect work taking place on the construction of 300km of overhead line, which required them to fly by helicopter to some of the more remote locations.

Lloyd’s Register’s PAS 55 Assessment Team Leader, Peter Glaholm commented, “It was evident that Statnett’s PAS 55 project has been well managed throughout the process. The speed in which Statnett made the recommended improvements showed their commitment to achieving PAS 55 certification. Lloyd’s Register is pleased to present this certificate and to support Statnett in their quest for asset management excellence.”

The presentation of the certificate was held on 19 December 2012 at Statnett’s office in Oslo and was attended by Peter Glaholm (LR Regional Manager, Utilities), Auke Lont (President and CEO, Statnett), Øivind Rue (Executive Vice President Grid Operations Division, Statnett) and Henning Henriksen (Principal Consultant, Scandpower)
