Software Innovation signs large contract with Uninett

Through a framework agreement with UNINETT, Public 360º has been introduced as the new application for document, case and records management for 35 research and educational institutions across Norway. The contract, which has a term of 8 years and is for 63 million NOK (€ 8,4 million), is the largest single contract signed in Software Innovation in the later years.

The UNINETT Group, which is owned by the Norwegian Ministry of Education and Research and delivers internet and network services to universities, high schools and research institutes, was responsible for the extensive procurement process involved in entering the new agreement.

In selecting a new application, UNINETT’s most important criteria included user-friendliness, ease of integration with professional systems and price, as well as the functional and technical requirements. Software Innovation triumphed during the procurement process with its user-friendly case and document management system, Public 360º, which will now be introduced into 35 high schools and universities. The roll out of the application is planned for January 2014, following project planning and piloting of the system.

“The most important factor is user-friendliness,” says Bjørn H. Kopperud, project manager at UNINETT. “Public 360º is easy to use, not only for people working with it every day, but also those who only need to access it sporadically. The integration with our administrative support systems means that people in different environments, whether case handlers, researchers, administrative staff or teachers, can work from familiar interfaces in a system that is customized to the individual’s role.”

“Integration into our professional system, Felles Studentsystem (FS), also makes a big difference for staff. The aim is for users to be able to manage and store documents in Public 360º directly from FS,” says Kopperud. “This gives them a better user experience and ensures extensive and efficient document capture.”

Synergy and learning
In addition to meeting public requirements for records management, UNINETT’s aim is to achieve simpler case processes and information searches, increased control of documents, more efficient digital work processes and a shared electronic records management center. There are clear benefits to high schools and universities using a single, shared application.

UNINETT’s Technical Director for Shared Administrative Systems (SAS), Olav Isak Sjøflot, is also pleased with the newly signed contract.

“The collaboration will give our sector operational benefits, such as unified ICT and shared systems across the institutions,” he says. “Alongside our collaboration system, Agora, this will deliver excellent synergy in terms of knowledge sharing and learning, and generally better opportunities for working together. For the educational sector, it is also significant that we have entered a framework agreement with Software Innovation in which a single software provider will deliver system development, administration and system operations. This gives us the opportunity to offer the sector an application based on a clear Service Level Agreement and a point of contact with a complete overview of operational statuses, our users’ experience of the system and all commercial relationships.”

Public 360º is delivered as a closed cloud-based application and will be operated by the experts at the Norwegian company, Basefarm.

A strategically important contract for Software Innovation
The new framework agreement has propelled Software Innovation further into the research and education market. According to the Director of Sales for the Public Sector, Odd-Henrik Hansen, this is a huge breakthrough for the company, whose existing customers include SINTEF, Linköping University, Chalmers Technical High School, Sweden’s Agricultural University and Denmark’s Technical University.

“Research and education are important areas of investment, in which we have carefully built a Scandinavian customer base with robust case studies,” says Hansen. “Winning this contract with ‘top marks’ is confirmation that we meet the most demanding requirements and offer a world-class product.”

“We are delighted to be delivering Public 360º to so many Norwegian educational institutions and helping Norwegian high schools and universities to manage their information and knowledge for the future,” he says.
