Personal computers into the scope of mandatory China Energy Labelling

On 23 November, the Chinese authorities, AQSIQ and CNCA jointly announced a scope extension to the mandatory China Energy Label (CEL) scheme, including personal computers for general use (so called “microcomputers” according to definitions in the Chinese standard GB/T 9813).

Thus, the extension comprises desktop computers and portable computers, but not servers/workstations, industrial computers and PCs with rated power above 750W, or/and having two or more graphics processing units (GPU), or with display unit diagonal less than 11.6 inches.

This scope extension shall be effective from 1 February 2013. For products manufactured in or imported to China before this time, there is a one year’s transition period until 1 February 2014.After this time, all such computer products marketed in China have to carry a CEL label.

Nemko is helping customers with the required documentation and arranges for the CEL label to be registered and announced by the China Energy Label Center (CELC).
