New initiative to expand the knowledge base for research and innovation policy

“The FORINNPOL initiative will be important for policy design at the ministries, for strategic planning and scientific management in the research community and for our efforts to better target our advisory services and funding instruments here at the Research Council,” says Arvid Hallén, Director General of the Research Council of Norway.

“The Research Council is already deeply involved in this area, with efforts across a wide range of activities and programmes. The new initiative will make it easier for us to view the entire portfolio in a unified context.”

Three research areas

Activities under the FORINNPOL initiative will be targeted towards three thematic priority areas:

  • Research quality: What are the attributes of the strongest research environments, and what steps must be taken to design research policy and public agencies in the research and innovation system that cultivate excellence?
  • Impact of research and research-based innovation: What are the key characteristics of research that generates significant societal impact and can help us to find solutions to the problems we are seeking to solve?
  • Use of research and innovation for economic restructuring: What steps must be taken to promote restructuring and innovation in both the private and the public sectors, and how can research activities be organised to facilitate this?

New centres will build research capacity

To achieve a more concentrated national effort, one of the primary tasks will be to establish dedicated centres that conduct high-level research of international interest in the three thematic priority areas. Funding for these centres will be announced in the course of 2015. The FORINNPOL initiative will also provide funding for ordinary research projects and coordination activities for projects extending across existing research programmes.

The new initiative was launched at the final conference of the Knowledge Base for Research and Innovation Policy (FORFI) initiative that was recently held.

“The FORFI initiative has given us a better basis for taking sound research and innovation policy decisions. I have high hopes that activities under the new initiative will further expand the knowledge base in this field,” concludes the Director General.
