The handling of the integrated artwork in the damaged government buildings

No decision has yet been made concerning re-use or demolition of the H-block and Y-block. A report submitted to the Ministry in June 2013 recommends that the future government administration complex should be concentrated between Akersgata and Møllergata. The report recommends that the most seriously damaged buildings – H-block, Y-block, S-block and R4 – should be demolished and replaced by new government buildings. The report further recommends preservation of the integrated artwork in the buildings.

The recommendations of the report are purely technical. No political decision has yet been made regarding the choice of sites or the fate of the damaged buildings.

The Ministry has therefore not yet contacted any of the artists responsible for the decorations integrated in the damaged buildings in Oslo. This also applies to Picasso’s heirs. The process is still at an early stage. If it is found appropriate to make changes such as moving works of art, it will be natural to take contact with the right-holders and other affected parties.

At all events, any Government decisions concerning the artwork in the damaged government buildings will be dealt with in accordance with Norwegian law (Copyright Act).

Gestion des œuvres d’art intégrées aux bâtiments ministériels endommagés

Il n’a pas encore été décidé si la tour dite Høyblokka et le bâtiment Y dit Y-blokka seront détruits ou restaurés. Une étude remise au ministère en juin 2013 recommande de concentrer le futur quartier ministériel entre Akersgata et Møllergata. L’étude conseille d’abattre les bâtiments ministériels les plus endommagés (Høyblokka, Y-blokka, S-blokka et R4) et de les remplacer par de nouvelles constructions abritant les services du gouvernement. Le rapport recommande également de conserver les œuvres d’art intégrées aux bâtiments.

Les conclusions de l'étude sont des recommandations d'experts. Pour l’instant, aucune décision politique n’a été prise quant au choix des terrains et à l’avenir des structures endommagées.

Le ministère n’a pour cela pas encore pris contact avec certains des artistes représentés par des décors intégrés aux bâtiments ministériels touchés à Oslo. Cela concerne également les héritiers de Picasso. Nous n’en sommes encore qu’aux premières phases du processus. Il sera naturel de prendre contact avec les ayants droit et autres parties concernées s'il est question d'apporter des changements nécessitant cela, par exemple le déplacement des œuvres d'art.

Quoi qu’il en soit, les questions liées à la décoration artistique des bâtiments endommagés seront traitées conformément à la législation norvégienne (loi sur les droits d’auteur) si le gouvernement prend des décisions touchant ces œuvres d’art.

Información sobre el manejo de las obras de arte integradas en los edificios dañados de la sede gubernamental de Oslo

No existe ninguna decisión en lo referente a la rehabilitación o demolición del bloque H y del bloque Y. Un informe presentado al Ministerio en junio de 2013 recomendó concentrar la futura sede del Gobierno entre las calles Akersgata y Møllergata. El informe recomienda que los edificios más dañados del complejo gubernamental – el bloque H, el bloque Y, el bloque S y el bloque R4 – sean demolidos y reemplazados por otros nuevos. El informe recomienda asimismo la conservación de las obras de arte integradas en los edificios.

Las recomendaciones contenidas en el informe tienen el carácter de asesoramiento experto. No se ha tomado aún ninguna decisión política sobre la parcela a escoger, ni con respecto al futuro de los edificios dañados.

Por consiguiente, el Ministerio todavía no se puesto en contacto con ninguno de los artistas representados con decoraciones murales integradas en los edificios dañados del complejo gubernamental de Oslo. Esto se refiere también a los herederos de Picasso. El proceso se encuentra aún en una fase temprana. Será natural tomar contacto con los titulares de derechos sobre las obras de arte y con otras partes interesadas, de ser necesario hacer cambios que lo requieran, como por ejemplo el traslado de las mismas.

De todos modos, si el Gobierno toma decisiones que afecten a las obras artísticas, las cuestiones relacionadas con la decoración mural de los edificios gubernamentales dañados se manejarán conforme a la legislación noruega (derechos de autor e intereses de propiedad intelectual).
