Proposed Norwegian State budget 2013

In the State budget for 2013, the Government proposes allocating a total of NOK 446.6 million for operating expenses, special operating expenses and procurements/maintenance in the Norwegian Petroleum Directorate (NPD).

Operating expenses

The Government proposes allocating NOK 239.5 million for operating expenses next year, an increase of NOK 7.4 million compared with the final budget for 2012. The increase is due to normal price and wage adjustments.


Procurements/maintenance

The Government wants to allocate NOK 4 million for procurements/maintenance, which is the same as in the final budget for 2012.


Special operating expenses

Special operating expenses include Audits of petroleum activities, Assignment and collaboration activities and Investigations, etc. The Government proposes allocating a total of NOK 203.1 million for this in 2013, which is a reduction of NOK 17 million in relation to the final budget for 2012.

The item Investigations, etc. mainly covers expenses for geological and geophysical work and projects for the NPD’s mapping of the continental shelf.

The Government proposes allocating NOK 130 million in 2013 for mapping, seismic surveys and other geological data acquisitions under the direction of the NPD.

This is e.g. connected to the Norwegian sea areas around Jan Mayen and west of the demarcation line in the Barents Sea.

The item Audits of petroleum activities includes expenses for metering audits, participation in licence meetings and consultant services. The expenses are refunded by the operating companies. This item is budgeted at NOK 3.1 million for next year, which is a continuation of the final budget for 2012.

The expenses for the item Assignment and collaboration activities include tasks within data management and recovery technology, as well as the NPD’s share of the collaboration projects Diskos and Force.

Furthermore, the item includes expenses related to the NPD’s collaboration agreement with Norad for counselling within petroleum management for developing countries. The assignment and collaboration activities are budgeted at NOK 70 million in 2013, an increase of NOK 3 million in relation to the final budget for 2012.


Income

In total, the Government is budgeting NOK 94.8 million in income via the NPD in 2013.
